It is planned to establish a "Khotul" production and technology park in the field of building materials production in Saikhan soum, Selenge aimag, to produce cement, lime, and various building materials.

In this location, "Cement Shokhoi" SJSC, a subsidiary of "Erdenes Mongol" LLC, operates based on the Khotul-1 and Khotul-2 lime deposits. The production and technology park will be established to fully utilize the deposit resources, extend the mine life, increase the efficiency of the national and local economies, increase the production of technological lime, which is the main technological material for enrichment plants, and produce import-substituting products. Khotul-1 and Khotul-2 lime deposits have a limestone reserve of 4 million tons, Saikhan soum, Selenge aimag, has a well-developed infrastructure, and 9,300 people live there.

The park's basic plant, a lime plant, will be established with infrastructure, producing 100 thousand tons of lime per year and supplying 90 thousand tons of technological lime to "Erdenet Plant" TUG, "Oyu Tolgoi" LLC, "DTU" LLC and private sector enrichment plants. Subsequent development of processing plants will be established based on active partnerships between the public-private sector and investors.
