In the Bayan-Ongda and Jargalant soums of Orkhon aimag, it is planned to establish an "Erdenet" industrial and technological park in the fields of metallurgy, chemical industry, metal construction, and energy production, and to produce cathode copper, elemental sulfur, precious metals, copper products, and energy.

In this location, the "Erdenet Plant" SOE, affiliated with "Erdenes Mongol" LLC, operates in the Erdenet Ovoo strategic deposit. The industrial and technological park will be established in the region in order to fully utilize the deposit's comprehensive or low-grade copper ore resources, extend the mine's lifespan, contribute to solving the problems of urban development following the mine, increase the benefits to the national and local economies, and increase jobs. The Erdenet Ovoo strategic deposit has 2.9 billion tons of ore reserves, including 10.7 million tons of copper and 499 thousand tons of molybdenum. From this deposit, “Erdenet Plant” SOE extracts 40 million tons of ore per year, producing 560 thousand tons of copper concentrate and 6.0 thousand tons of molybdenum concentrate.

During the mining period, the depth of the mine increased, the hardness of the ore increased, and the average copper content in the ore decreased from 0.8 to 0.38 percent, which led to an increase in the cost of producing export-qualified concentrate with a copper content of at least 21 percent, and metal recovery and production profits decreased. In order to eliminate the above difficulties, fully utilize the low-grade copper ore resources of the deposit, and extend the life of the mine, a feasibility study and EIA have been conducted and approved for the construction of a copper concentrate smelting and refining plant with SKS technology for processing 15-20 percent low-grade concentrate.

According to Government Resolution No. 171 of 2022, 1,217 hectares of land were acquired for special state needs for the purpose of establishing an industrial and technological park, of which approximately 400 hectares will be used for the construction of the park's basic plants, and the remaining areas will be used for the construction of processing plants that will be developed in accordance with the state's active partnership with the private sector, foreign and domestic investors.

According to the Government Resolution No. 129 of 2021, the construction of the park's infrastructure and the Copper Concentrate Smelting and Refining Plant, which is the core plant of the park, will be financed by the “Erdenet Plant” SOE, and the construction of the railway and highway is 55 percent complete.

The construction of the copper concentrate processing plant will process 560 thousand tons of copper concentrate per year, produce 125 thousand tons of cathode copper, 72 kg of gold, 38.2 tons of silver bullion, and 182 thousand tons of elemental sulfur, generating sales revenue of 1.1 billion US dollars.
